I have a little field next to the train tracks where it gets allot of water when it rains. I see holes over there too but I dont know if they are snake holes Or some other type of animals

They are rodent holes. Most snakes cannot dig holes, though they may hide in rodent burrows during the day.

Garters are more likely to be found hiding under logs, flat sheets of plywood or brush, or hanging out by the edges of ponds.
